Joko Riskiyono’s work documents and concludes that the provisions of Law No. 15 of 2011 were enacted in a political context marked by competition and power bargaining among political parties. Although members of the public actively participated in the legislative process and contributed to shaping its substance, their input received limited consideration from the government.

As a result, the law that emerged failed to adequately reflect the broader legal needs of society as envisioned by the Constitution. This situation demonstrates how the representative function entrusted to the House of Representatives (DPR) was distorted, serving primarily the interests of a small group of political elites rather than the public at large, particularly during the formulation of Law No. 15 of 2011.
