This book is a continuation of the first volume entitled Noken and Electoral Conflict. Its contents are based on research and in-depth analysis of the implementation of the 2017 Simultaneous Regional Elections in Papua, drawing particularly from disputes over election results reviewed by the Constitutional Court. The book focuses on the implementation of the noken system, highlighting its inadequate management as well as the various conflicts that emerged during the electoral process.

The perspective offered throughout this publication is aimed at improving the implementation of the noken system, with the belief that such improvements can contribute positively to peacebuilding efforts in Papua. It is our hope that this book will serve as a complementary resource in broader efforts to sustain peace in Papua through democratic electoral processes and regional elections.

This publication explores the technical application of the noken system in the field in greater detail. It is complemented by both strategic and practical recommendations designed to address and prevent potential abuses of the noken system in elections. For this reason, the book is titled Patching the Noken System. The recommendations presented herein are intended to inform policymakers in designing appropriate administrative mechanisms that support the integrity of electoral processes, which in turn lay the foundation for the integrity of electoral outcomes.
