
This book is the result of research and monitoring efforts concerning the implementation of the 2015 Simultaneous Regional Elections in Papua. It primarily examines the relationship between electoral conflict and the implementation of the noken system, particularly where the system has not been properly managed. The central perspective offered is that improving the implementation of the noken system can make a positive contribution to peacebuilding in Papua. It is our hope that this publication will serve as a complementary resource in broader efforts to preserve and strengthen peace in Papua.
The book also provides a detailed and comprehensive analysis of the various models and practices of the noken system as implemented in the field. It includes both strategic and practical recommendations aimed at addressing potential vulnerabilities and preventing the misuse of the noken system in elections. These recommendations are intended to inform policymakers in designing appropriate administrative mechanisms that support the integrity of electoral processes, which ultimately serve as the foundation for the integrity of electoral outcomes.
