The 2014 Legislative Election was scheduled to take place in 49 days, on 9 April 2014. This election would involve approximately 19,700 legislative candidates competing across 2,450 electoral districts. As a result, Indonesia’s elections are widely recognized as among the largest in the world, involving nearly 20,000 candidates and more than 186 million registered voters.
These figures illustrate the immense complexity of organizing elections in Indonesia. As the election management body, the General Elections Commission (KPU) faced extraordinary challenges in administering the electoral process. One of its greatest challenges was encouraging citizens to exercise their right to vote on election day.
Drawing on Indonesia’s electoral experience from the 1999, 2004, and 2009 elections, voter participation had shown a significant decline over time. This trend underscored the importance of strengthening public engagement and promoting broader participation in the 2014 Legislative Election.
