The Association for Elections and Democracy (Perludem) believes that the high number of politicians implicated in corruption cases indicates serious problems within the system and governance of political parties in Indonesia. The findings of the Corruption Eradication Commission (KPK) regarding hundreds of politicians involved in corruption are seen as being caused not only by individual moral failings, but also by structural weaknesses in the party system.

Perludem researcher Muhammad Iqbal Kholidin stated that this situation reflects fundamental problems in the design of the political party system, particularly regarding party funding and financial management. In his view, the state’s financial assistance to political parties (Banpol) remains very small compared to the parties’ ever-increasing operational needs.

Iqbal explained that high political costs and logistical requirements mean political parties tend to seek candidates with substantial capital or high popularity rather than building up cadres from the grassroots. This situation is seen as fuelling corrupt practices as a means of covering operational costs or recouping significant political capital.

Furthermore, Perludem emphasises the importance of changing the perception that political parties are public institutions which should not be controlled by specific elites or wealthy individuals. Consequently, any increase in state financial assistance to parties is deemed necessary, provided it is implemented in a measured manner and accompanied by strict oversight.

Iqbal proposes that financial assistance to parties be increased to the extent that it covers approximately 60 per cent of the party’s operational and cadre development needs. However, this additional funding must be accompanied by a system of rewards and penalties, transparent audits, and an obligation to carry out regular cadre development and political education.

Perludem also advocates for a digitally integrated party financial reporting system that is accessible to the public in real time. This step is considered important so that the public can monitor the use of public funds by political parties whilst simultaneously increasing public trust in the parties.

According to Iqbal, reforming party funding is a crucial step towards breaking the cycle of political corruption. With a sound and transparent financial system, political parties are expected to resume their role as a vehicle for the public’s aspirations, rather than merely a means of gaining power.
