This book explores how the use of AI in election campaigns should be regulated across three key areas. First, campaign operations, which examines how AI should be regulated for campaign purposes, ranging from the creation of campaign materials and data and sentiment analysis to the development of campaign strategies. Second, voter outreach, which addresses how AI should be regulated when reaching out to voters by promoting and shaping voter preferences without undermining voters’ freedom and autonomy to make their own choices. Third, deception, where the use of AI needs to be regulated in detail to prevent it from contributing to the spread of disinformation.

The recommendations presented in this book are based not only on an analysis of developments and realities in Indonesia, but also on practices and experiences from other countries. Drawing on a comparative political approach to countries that have already established regulations governing the use of AI, the recommendations offered in this book are grounded more firmly in evidence-based policy.
