The Role of Civil Society Organizations in Election Observation, 1999–2014

The conduct of elections can be considered democratic when it fulfills a number of key indicators. First, the electoral system must be compatible with the characteristics of society and the democratic political system it seeks to establish. Such a system should guarantee equality among citizens in terms of representation, both in determining who is eligible to vote and in allocating parliamentary seats to each electoral district based on population size.
