Managing elections during a transition from an authoritarian regime to a democratic system presents a range of significant challenges. At the same time, periods of political transition provide important opportunities for policymakers and election administrators to strengthen election management bodies as independent, impartial, credible, and professional institutions.
Recognizing the importance of policy choices made during democratic transitions, this paper examines several key issues that should be taken into consideration and offers a number of recommendations to support policymakers and practitioners working in this field.
