RM.id Rakyat Merdeka – The NasDem Party faction in the House of Representatives received an audience with the Association for Elections and Democracy (Perludem) together with the Civil Society Coalition for the Codification of Election Laws as part of their commitment to fighting for higher quality elections, in line with the ongoing revision of Law Number 7 of 2017 on Elections in Senayan.

Chairman of Commission II of the Indonesian House of Representatives, Rifqinizamy Karsayuda, said that the hearing reflected the NasDem Faction’s openness in carrying out its legislative functions.

“This is part of the NasDem Party Faction’s commitment to be open, including in the legislative process and tasks entrusted to us,” said Rifqi in the NasDem Party Faction meeting room, Senayan, Jakarta, Tuesday (27/1/26).

He explained that in the 2026 National Legislation Program (Prolegnas), the DPR was mandated to initiate a revision of the Election Law. Therefore, the NasDem Faction actively absorbed input from civil society as material for formulating more responsive legal norms.

“Therefore, today we welcome our friends from the Civil Society Coalition for the Codification of the Election Law, one of whose leaders is Perludem,” said Rifqi, while expressing his appreciation for the ideas presented.

During the hearing, the Civil Society Coalition presented various strategic proposals, ranging from the design of the electoral system, parliamentary thresholds, enforcement of electoral laws, to the promotion of low-cost politics in order to improve the quality of democracy.

“We have collected and carefully studied all of the input. Members of Commission II of the House of Representatives from the NasDem Party were present to listen and engage in dialogue, so that the norms that will be formulated are not unrealistic, but based on actual needs in the field,” explained the NasDem Party legislator.

Rifqi revealed that the NasDem faction is targeting mid-2026 to gather public views on the revision of the Election Law, including proposals for a mixed election system that combines proportional and district systems as an alternative to the current open proportional system.

“Perludem is proposing a mixed electoral system, and we are currently weighing its pros and cons, in addition to the open proportional system with a number of improvements,” he said.

One of the improvements being considered is the restructuring of electoral districts so that they are not too large, thereby strengthening the relationship between representatives and voters and improving the quality of representation in parliament.

“If the electoral districts are too large, many areas cannot be reached. This has an impact on the quality of representation. Therefore, the restructuring of electoral districts is one of the important things we are considering,” said Rifqi.

In addition, the NasDem faction is also reviewing the parliamentary threshold. Rifqi said that NasDem tends to propose raising the parliamentary threshold to around 6-7 percent nationally as an effort to promote government effectiveness and political party institutionalization.

“Going forward, we propose that the parliamentary threshold be increased to around 6 or 7 percent and apply nationally, in order to bring about effective governance and well-institutionalized political parties,” said Rifqi.
